Turning Knowledge into Action Plans — A JICA Training Case and CyBOK Learning Design

A new report about an earlier programme

Information checked: 2 November 2026. On 27 October, Fujitsu Learning Media reported its support for designing and operating a JICA cybersecurity programme for policy officials. Delivery took place from 28 September to 8 October. It covered international law and policy, coordinated vulnerability disclosure and AI safety, with participants developing action plans for their countries. This is not an announcement of a new law or standard taking effect.

Use CyBOK to identify knowledge gaps

The following is this article’s proposal. Areas such as Law & Regulation and Risk Management & Governance could help identify where a plan needs legal reasoning, defined responsibilities and risk evidence. The current overall reference is CyBOK Version 1.2.0, released on 22 September 2026; individual Knowledge Area versions are distinct. The training provider has not announced that this programme conforms to CyBOK.

What to assess next

For Cyber Hiroshima’s proposed combination of a CyBOK knowledge base, SudoRange, AI assistance using Robutler or similar tools, Personalised Learning and a Private AI Appliance, a post-exercise task could ask for responsibilities, evidence, deadlines and unknowns. AI could flag missing evidence while learners explain their corrections. This does not describe an implemented feature or announce a partnership with JICA or Fujitsu.
